About the WPA

The WP A is a non-profit, public benefit California corporation established for public and civic purposes in order to advocate improved land use and water planning. The WPA is committed to minimizing persistent conflicts between agricultural and urban areas throughout California, and will participate in the planning and environmental review process, endeavor to enhance public awareness of these issues, and pursue legislative and litigation avenues to improve land use and water planning statewide. The WPA was formed by Patty Boyle.


Ms. Boyle's interest in better land and water planning began when she experienced first hand the severity of mandatory cuts in water and higher water rates for agricultural users in San Diego County. Distressed to see her community's established farm and agricultural areas cut down and destroyed due to unacceptable and forced cutbacks in water allocations, Ms. Boyle began researching the causes of the state's diminished water supplies. She read and researched the conflicts that exist over water between agricultural and urban communities throughout California. She learned of water cutbacks and shortages at the state level -- cutbacks and shortages that impact all Californians. Despite these issues of statewide importance, Ms. Boyle also learned that some large-scale development projects throughout California operate under "business as usual" conditions, where such projects are approved by state and local agencies, without requiring rigorous disclosure of water demands, supplies, and the uncertainties associated with such issues.


Thus,  the WPA is dedicated to improving land use and water planning throughout California. The WPA also advocates other issues important to California, including global warming topics, impacts to sensitive biological resources, and transportation planning issues.
